ICBM Names David Skilbred Director of Government Relations

Eagan, MN, October 23, 2003
The Independent Community Bankers of Minnesota (ICBM) have named David Skilbred as their Director of Government Relations.  Skilbred was selected from a large field of applicants.

"We are very pleased David has joined us," said Will Haddeland, ICBM Executive Director/CEO. "He has an extensive work history in state government, a history that includes nearly nineteen years of public service with the Minnesota Legislature and at the state agency level. His understanding of the legislative process and regulatory bodies that impact community banking will be a great asset to the ICBM as well as his determination to reach out to current and prospective members to strengthen their relationships with elected officials."

For the past three years, Skilbred was the Executive Director of the Minnesota State Council on Disability, a twenty-one member, governor appointed citizen advisory council. From 1985 - 2000, Skilbred held several staff positions in the Minnesota State Senate, rising to Leadership Assistant. Skilbred gained extensive experience during those years in communications and several public policy issue areas including banking, health care and insurance, workforce development and housing.  

Skilbred is a native of Glenwood, Minnesota. He earned a B.A. from Concordia College, Moorhead and a Masters in Divinity from Luther Seminary, St. Paul. He and his wife, Jenny, and daughters, Emma and Sophie, reside in St. Paul.  

ICBM, headquartered in Eagan, represents nearly 300 independent community banks  throughout Minnesota with assets exceeding $19 billion. The association’s mission is to provide active leadership for its members on programs, products, services and the preservation of a competitive environment. It offers products and services in such areas as technology, legislation, education, marketing, and purchasing through programs designed exclusively by and for independent community banks.
